When you turn it on in Joomdle in Moodle? Then it could mean that you have different PHP config between Jooma and Moodle, even if both are on same domain.
Look at PHP info page in Moodle and Joomla to check it.

I have cURL activated in both Joomla and Moodle and I still get an error as mentioned above, if I use file_get_content I get all green in system health check. Sorry if I was a but unclear.
