Pls don't double post your issue - I have deleted your other posting.

Pls include the versions of Moodle, Joomla and Joomdle to make it easier for the community to assist you.

You say you edited your php.ini file. What did you change it from and to as I am not aware of why you would need such a change.

According to www.joomdle.com/wiki/System_health_check , the last procedure to enable the status of Joomdle web service is to edit the php.ini file as shown here:

"E_DEPRECATED errors are enabled in your PHP configuration
You have E_DEPRECATED errors enabled in your PHP configuration. You need to disable them for Joomla web services to work. Look into your php.ini file and look for the 'error_reporting' directive. If you are on a hosted server you may need to contact your hosting company to modify your PHP configuration.
For example, my local configuration is: error_reporting = E_ALL & ~E_DEPRECATED"

No, that is incorrect. If you refer to the system health check that you have linked in your first post, there are many reasons for web services error and it depends on the specific message that you get. Yours says "Source IP not allowed" not e_depreciated. Thus you need to follow the second last solution given, extracted here

Source IP not allowed
This means your server is using a non-public IP address for Joomla-Moodle connections. You will need to enter the displayed IP address in the "Server address" config option, which can be found:
In Joomla 1.5, in Joomdle XMLRPC plugin configuration
In Joomla 1.6, in Joomdle general config

Yeah, I did that before (added the ip address to the Internal IP address field under the Joomdle configuration). I also went ahead and let my host revert to the previous php.ini. Unfortunately still no change to the web service status.
