O moodle por padrão tem um problema no php.
o que deve ser feito e colocar em todas as pastas do moodle o arquivo php.ini
quando você terminar de fazer essa tarefa o moodle vai liberar o web service.

tutorial:
baixe o arquivo: php.ini
acesse o servido com o programa fillezilla
entre na pasta onde esta instalado o moodle
entre em cada pasta e copie o php.ini dentro das pastas.

O moodle tem muitas pastas mas uma delas esta precisando desse arquivo. se eu não me engano
e a pasta webservice. copie esse arquivo em todas as pastas do moodle. da um trabalhão mas resolve.
