Direction Needed for Membership Site

I need to put together a new Joomla, member-based website which will offer Moodle courses to its members and I have no idea of what I am doing so would greatly appreciate some direction.

This is what I need/want to be able to do:
1. User creates account/registration (OSE Membership if possible)
2. User pays yearly fee for all Joomla & Moodle content/courses
3. Registration information is synced between Joomla, Moodle, JomSocial and JSPT

If this is not available ‘off the shelf’, is this an inexpensive doable situation?
Any suggestions or examples of what others have done would be most appreciated.
