Users tab was created by John Feagans
Bug? When the users tab is selected, a list of registered users for Moodle and Joomla is shown. However, there is no active check box to select a user on each line. Near the ID heading there is a check box that can be checked, but "add users to Joomla" and "add users to Moodle" have no effect except to bring up an alert saying you must select a user.

You are not able to select all users.
Administrators and the like are not synchronised between Joomla and Moodle only "normal" users.

You didn't understand my statement. It is not possible to select any user. All or individually. Just a bug report.

You are correct. But then you didn't indicate there was a bug report. You asked if this was a bug "Bug?" and you indicate there is an alert but not a bug report.
Thus, what is the bug report provided?
Can you take a screen shot of what you have?
Please provide the versions of Joomdle, Moodle, Joomla that you have installed.
What does you joomdle status check show? All green?
Can you see content from Moodle in Joomla?
Can you login successfully from Joomla and transfer to Moodle being logged in?
I recall seeing that you reported some connectivity issues between Joomla and Moodle previously, are these sorted out? If not, than you should be focused on sorting out connectivity issues first before looking and the features.
Thus, what is the bug report provided?

If you have a bugzilla give me instructions and I would be happy to use it. I am even willing to debug and fix the code though this is not necessary for my current installation.
In answer to your questions.
I have 4 servers with Joomla 1.6, Moodle 1.94 and Joomdle r07. Production, staging, test, and dev. System health is all green on 3/4. My dev server we never figured out the correct xml-rpc trusted host and are using 0.0.0.0/0, but no matter, the users tab works the same. Joomla reports the available Moodle courses and the courses you have enrolled in. Action is smooth between Moodle and Joomla.
The display with an open filter shows Joomla, Moodle, and Joomdle users. I notice that if the name is a Joomdle user, there is a box which can be checked. However, there is no way I see to migrate user to Joomdle because you cannot select them.

Are these new users created in J1.6 or did you migrate from J1.5?
Are you comfortable with phpmyadmin or similar? Have a look at the joomla user tables to see what is displayed in the user table in the field usertype. Compare a super user vs a registered only user. Do you see numbers like 8 and 2 or do you see Super User, Registered, "Blank", etc.

I am very uncomfortable if I don't have access to phpmyadmin! :^)
Usertype has a name for each user. No migration has been performed but also my bad on the version of Joomla--it is 1.5.
