Which shop you choose (VM, Hikaship, etc.) is a choice you should make based on your own needs. As for the version, it is always best to go with the latest version as it is likely to be better supported by that vendor and generally has the least amount of bugs. Joomdle will work equally well with all versions with the exception that we may not have tested with a version that has been "just" released ie it might take us a couple of days / weeks to test any new version.
